The Control Center consists of a larger building connected to a smaller one by a breezeway.

 

The main building's rooftop offers a clear view of the Prison roof and lighthouse.

 

When attacking enemies below, utilize the large radar structure and rooftop access point to protect your rear.

 

Also, note the ascender located here, which can be used to quickly descend from the roof if necessary.
